Your telegrams of July 16th and July 21st. Antimony and antimony ore. You should communicate with British Consul-General, Kobe, and you may allow shipment when he informs you that satisfactory guarantees made out to you have been produced to him by importers that in consideration of your allowing export from Hongkong anti- mony and ore and their products will either be consumed in Japan or if exported from Japen will not be exported to any neutrel destinations. Importers may be informed that you are prepared to waive undertaking not to export antimony from Japan in case of U.S.A. if metal to be used there in producing munitions for allies always provided that arrangements satisfactory to you are made for secur- ing that if shipped to U.S.A. they will be only used for this purpose, Refer to me for instructions if you are asked to agree to export to U.S.A.
